To mitigate these risks, the EU needs to focus on harmonizing regulations, improving cross-border coordination, enhancing technological capabilities, addressing legal issues, fostering consistent public-private collaboration, overcoming cultural barriers, and developing a cohesive cyber diplomacy strategy.
